Topic: UN Recommendations for governing AI

Relevance: GS Paper: 3 – Science & Technology

Source: Reuters

Context

  • In its final report, the U.N. AI advisory body made seven recommendations for addressing governance gaps and risks associated with AI.

Important recommendations

  • Scientific Panel: Establish an unbiased panel to close information gaps between AI labs and the general public by providing trustworthy scientific knowledge about AI.
  • Policy Dialogue: To promote global collaboration, start a policy dialogue on AI governance.
  • AI Standards Exchange: Create a platform for exchanging AI best practices and standards.
  • Global AI Capacity Development Network: By creating a worldwide network, you can improve governance capabilities.
  • Global AI Fund: Use this special fund to fill in capacity gaps.
  • AI Data Framework: Provide an open, responsible, worldwide framework for AI data.
  • AI Office: Establish a tiny AI office to manage implementation initiatives.

New Issues

  • The quick adoption of AI has sparked worries about false information, fake news, and copyright infringement, particularly in light of OpenAI’s ChatGPT (2022).
  • The UN voiced concern that a small number of multinational corporations were controlling the development of AI, potentially denying the public a say in how it is used.
  • Few nations have passed laws pertaining to AI, with the European Union taking the lead with its AI Act. The United States is in favor of voluntary compliance, while China prioritizes social stability.
    – China disagreed with a “blueprint for action” that the United States and about 60 other nations supported to control the use of AI in the military.
  • State control and social stability are balanced in China.

India’s Approach

  • India’s vast consumer base and labor force are vital for technology companies, and the country is emerging as a major player in the regulation and development of AI.
    – India will be home to more than 10,000 deep tech start-ups by 2030.
  • India AI Mission Funding: To support AI innovation and fortify the ecosystem of public-private partnerships, the government has allotted ₹10,300 crore to the India AI mission.
  • Technological Investments: The money will be used to support AI-based research collaboration and creative projects, as well as to deploy 10,000 Graphic Processing Units (GPUs) and Large Multi-Models (LMMs).
  • Sustainable Development Goals (SDGs) and Economic Growth: India’s AI strategy has to be in line with the SDGs, guaranteeing responsible AI use that fosters innovation while controlling related risks.
  • Phased Approach to AI Governance: In order to foster an equitable and inclusive AI system that supports economic growth without compromising moral and social obligations, India is likely to adopt a gradual, phase-led approach to AI governance.

Conclusion and Way Forward

  • AI technologies are developing quickly, and this has important societal, ethical, and economic ramifications.
  • To optimize AI’s advantages and minimize its risks, effective governance is required.
  • AI programs need to be impartial, accountable, and fair.
